Federal Reporting for Part C
As the recipient of the federal Early Intervention (EI) funds in the State of Ohio, the Ohio Department of Health (ODH) must comply with federal regulations and achieve certain benchmarks in reporting outcomes for recipients of Early Intervention services. These outcomes are measured along 14 different indicators and evidence of achieving these standards is submitted to the U.S. Department of Education (U.S. DOE) as part of the State Performance Plan (SPP) and Annual Performance Report (APR) for the program.
The Ohio Help Me Grow program is required, under Part C of the Individuals with Disabilities Education Act (IDEA), to furnish several reports to the federal Office of Special Education Programs (OSEP) regarding the effectiveness of program activities.
Federal Application for Part C
In order to receive federal funds under Part C of the IDEA, ODH is required to submit an application for funds each year to the federal government. Federal law requires that the proposed plan be published for public viewing at least 60 days prior to its submission to OSEP. Six-Year State Performance Plan (SPP)
The SPP is a plan the Ohio Department of Health, as the lead agency in Ohio for Part C, submitted to the U.S. Department of Education, Office of Special Education Programs in December 2005. The SPP for Part C consists of 14 indicators on which the state must collect and report to the federal government.
This plan was developed with the input of the Ohio Help Me Grow Advisory Council in establishing target numbers and activities for the various indicators. Annual Performance Report (APR)
The APR is a document ODH is required to prepare and submit to OSEP on an annual basis in order to show progress on activities with the indicators outlined in the SPP. The performance data in the APR also provides detailed information about the activities and accomplishments of the program during the current fiscal year. Compliance Agreement with OSEP
In March 2001, OSEP determined that Ohio's Help Me Grow program was not in compliance with several of the federal requirements for Part C services. As of February 2006, OSEP cited the Help Me Grow program in four areas.
In March 2006, ODH requested the opportunity to have additional time to address the outstanding program requirements by seeking to establish a Compliance Agreement with the USDOE. The Compliance Agreement allows the state to continue to receive its grant award for up to three years while action is taken to bring the program into full compliance with the terms of its agreement with the federal agency.
